What is a Title Scrutiny Report?
Before a bank lends against a property, it asks one question. Most of the time the answer decides whether the loan is safe or just lucky.
Every property-backed loan starts with one question: is the title clean? A TSR is how a lender answers it before the money moves.
What it is
A Title Scrutiny Report is a document-level examination of a property’s legal standing. It traces the chain of ownership from the original grant to the current holder, checks that each transfer was registered, and looks for charges and litigation. The output either clears the title or lists the queries to clear first.
Who owns it, and how
The report answers a few specific questions: who owns the property today, is the chain unbroken, are there mortgages or attachments, and do the revenue, municipal and title records agree. A gap in the chain is not a footnote; it is the finding.
Why the lender insists
The security behind a loan only protects the lender if it is enforceable. If the seller never really owned the property, or a prior charge survives, the mortgage collapses. The TSR exists to surface those problems before the loan is sanctioned, not after.
